2018 CA Primary Ballot - Proposition 72
This is the summary of Prop 72 from the Secretary of State's website:
Permits Legislature to allow construction of rain-capture systems, completed on or after January 1, 2019, without requiring property-tax reassessment. Fiscal Impact: Probably minor reduction in annual property tax revenues to local governments.
This is another simple proposition. It has to do with allowing homeowners to install rainwater collection systems without their installation triggering a reassessment of the property's value. Rainwater collection systems allow rain to be collected and used for landscaping and other purposes.
A rooftop rainwater collection system could cost tens of thousands of dollars. But unlike adding a room, or a guesthouse, adding such a system isn't for the purpose of improving the home's value. It is to allow the homeowner to do something that works toward one of the most important goals for California, water conservation.
Earthquake retrofitting is exempted from triggering a reassessment of the value of a home. So is installation of fire sprinklers. The same for solar panels. So why would we encourage these things by exempting them and not do the same for rainwater collection systems?
I am voting YES on Proposition 72.
